Buying a Used Wheel Loader in Indonesia: 5-Ton Prices, Jakarta Landed Cost, and the BMTB Import Rules (2026)
The short answer first: in 2026, a used 5-ton-class wheel loader bought out of China — mainstream models like the XCMG ZL50GN (~162 kW, 3.0 m³ bucket), SDLG LG956L / L956F, LiuGong CLG856H, or import brands such as Komatsu WA380 and Caterpillar 966H — trades ex-China at roughly USD 13,000–25,000 (domestic Chinese units in good condition cluster around RMB 90,000–160,000). Delivered DDP to a Jakarta or Surabaya site, add about 20–30%, i.e. a landed cost near USD 20,000–32,000, or roughly IDR 320–500 million at ~16,000 IDR per USD. These are market reference bands; the binding figure depends on year, hours, and the specific machine's condition.
Shipping and handling: a 5-ton loader weighs 16–17 t and is oversize, so it will not fit a standard container. It ships one unit per 40-foot flat rack (40'FR) or by ro-ro vessel, with the sea leg from Shanghai or Shenzhen to Tanjung Priok (Jakarta) taking about 7–14 days. Freight, port charges, Indonesian clearance, and inland delivery together typically add 20–30% to the ex-works price; flat-rack ocean rates swing week to week, so get a written freight quote at the current rate before committing.
Indonesian duties and taxes: wheel loaders fall under HS 8429.51. Under Indonesia's Customs Tariff Book (BTKI), such machinery as capital goods typically carries a 0–5% MFN duty; VAT is statutorily 12% but, for non-luxury goods, is levied on 11/12 of the import value — an effective ~11% (PMK 131/2024); and import income tax (PPh 22) follows PMK 51/2025 since 1 August 2025: 2.5% of import value for importers holding an API (via the OSS-issued NIB), 7.5% without one, and it is creditable against corporate income tax. The BMTB rules (the critical part): Indonesia classifies used capital goods as BMTB, governed since August 2025 by Permendag 24/2025, which replaced Permendag 8/2024. Used machinery must enter through one of two approved routes — industrial relocation / factory transfer, or dispensation — and pre-shipment verification (VPT) is mandatory. Under the dispensation route, machinery must be no more than 20 years old and is expected to be used by the importer itself; most HS categories also cannot be transferred to another owner within 5 years of import. Do not treat Indonesia as a 'ship-and-clear' market — confirm your import route and licensing before placing the order.
Pre-purchase checklist: ask the seller for unedited working videos and a photo of the hour meter; check cold-start exhaust color, transmission shift smoothness, and play in the drive axles and articulation joint; inspect bucket and lift-arm pin wear and look for crack repairs on structural welds; and make sure the nameplate and serial number match the export documents. Write the contract so that payment is conditional on a passed third-party pre-shipment inspection, on a 30% deposit / 70% after-inspection rhythm.
Bottom line: Indonesia has not closed its door to used machinery — it has narrowed it. The approval route, the 20-year age cap, and pre-shipment verification are three hard gates.
